Skärholmen is one of Stockholm´s 18 city districts with 31, 500 inhabitants most in rental housing. The area was built up quickly in the 60´s under a programme which was set up to provide one million apartments in Stock-holm. 40 percent are immigrants, and more than 80 languages are spoken in the area. Statistics show a high level of unemployed inhabitants, in need of social welfare and having low incomes on average EUR 29 676.

Overall goal
The pilot project is connected to the “Jobbcentrum”, a special job-seeking service and a platform where different authorities co-operate to support job seekers. The hallmarks of the activities are: capacity building, empower-ment, partnerships and values. The pilot project intends to focus on participating in the evaluation of the activities. Co-workers, participants and councillors of the city district should be involved in continuous evaluation and the development of process of methods used at the "Jobbcentrum”.

Target group
Job seekers who receive social welfare, public servants employed at the Jobbcentrum, and social workers in Skärholmen are in the focus of evaluation activities.

Steps
Appropriate steps are to be taken after identifying the needs and demands of the target groups and research on the working methods, done by inter-views, research and accompanying analysis. This should lead to new results of supporting job-seeking people, building up on experiences and results in order to further develop the “Jobbcentrum – model of Skärholmen”.
